CADET BATTALION ORGANIZATION
4.1 General. CMCSS and Rossview High School’s Army JROTC Hawk Battalion at Rossview High School will be organized into a unit modeled after an Army Infantry Battalion. The specific composition of each company and platoon will be as determined by the SAI/AI. Assigned positions and ranks will conform to the authorized Table of Organization and Equipment (TOE). The C/CSM will post key leadership positions on the battalion manning charts. The Cadet Battalion S1/Adjutant will ensure leadership positions are properly coded onto cadet records.
4.2 Company and Platoon Organization. Each squad will consist of at least seven or more cadets. Each platoon will consist of two or more squads. Each lettered company will consist of at least two platoons. To maximum extent possible, JROTC classes will comprise the platoons of a lettered company: Alpha and Bravo Companies will have as even numbers as possible of total cadets and each LET level. Each company will consist of at least two platoons.
4.3 Cadet Battalion Staff.
4.3.1 Cadet Battalion Commander.
· Commands two or more companies and the battalion staff through proper use of cadet chain of command within the policy and guidelines set by the SAI/AI.
· Responsible for training, administration, discipline, morale, esprit de corps, and performance of the cadet battalion.
· Sets the example for the battalion in appearance, attitude, conduct, bearing, tact, discipline, and performance.
· Is responsible to coordinate with the SAI/AI on all matters pertaining to policy and procedure for the battalion.
· Exercises supervision of the cadet staff and delegates authority to the staff commensurate with the capabilities of the individual staff officers and the requirements of the staff job.
· Makes recommendations for the promotion or reduction of cadets.
4.3.2 Cadet Battalion Command Sergeant Major (C/CSM).
· The C/CSM is the senior cadet non-commissioned officer and is the battalion commanders advisor concerning enlisted and NCO cadets.
· Makes recommendations concerning promotion reductions, awards, and other problem areas as they are encountered.
· Responsible to the battalion commander for ensuring attendance rosters at battalion level activities (i.e. parades), drill sessions, and classes are turned in by company level Cadet(s) in Charge (CIC) to the Battalion S1 as well as courtesy copies to the Cadet/Battalion Commander and SAI/AI.
· Responsible for the police (cleanliness) of the JROTC classrooms and drill areas.
· Assists the S3 in the posting of all cadet records, aids in the maintenance of the unit bulletin board. The CSM assists the S1 in the supervision of the cadet awards program.
· Assigns extra duties and details as needed on a fair and equitable basis to enlisted cadets.
· Performs other duties as assigned by the battalion commander.
4.3.3 Cadet Battalion Executive Officer.
· Responsible for the command of the battalion in the absence of the cadet battalion commander. As such, he/she is to be familiar with the duties of the battalion commander.
· Coordinates and supervises the cadet staff and ensures that the orders and policies of the cadet battalion commander are carried out. The Executive Officer receives decisions from the cadet battalion commander and allots detailed work to the appropriate staff officer; makes any necessary additional decisions within established policies; and checks to insure that assigned staff actions are carried out properly and in a timely manner.
· Keeps the battalion commander informed of problem areas within the staff and battalion in general and of action taken or recommendation with respect to such problems. In coordination with the battalion cadet command sergeant major, the executive officer investigates all cadet complaints concerning the weekly point system and makes recommendations to the cadet battalion commander and SAI/AI concerning any irregularities noted.
· Executive Officer is responsible for the preparation and execution of the weekly Command and Staff meeting. See Section 5.5 for additional details.
· Executive Officer is responsible for ensuring that the staff sections have adequate administrative supplies in order to accomplish their duties. He will ensure that all staff sections and officers are good stewards of the resources provided them by eliminating waste and incorporating efficiencies where possible to maximize resources. The XO will establish and track a staff supplies inventory (printer paper and ink cartridges, staplers, CDs, etc.) to include forecasting future shortages in a timely manner to SAI/AI.
· The Executive Officer is overall responsible for overseeing all administrative requirements for all fundraiser activities at the battalion level (typically 2-3 per year)
· The Executive Officer performs other duties as the battalion commander directs.
4.3.4 Cadet Adjutant (S-1).
· The adjutant is the battalion commander’s assistant in matters of personnel administration. The adjutant publishes orders, directives, or announcements as directed by the battalion executive officer.
· The adjutant prepares and maintains current company, class, and/or master rosters of the cadet battalion and supervises the maintenance of the cadet manning board. The adjutant maintains the cadet JROTC files of correspondence and publications to include posting changes—exclusive of training and supply.
· The adjutant supervises the promotion program and ensures that personnel are qualified to be promoted to the next rank/grade.
· The adjutant supervises the awards program and ensures that personnel are qualified to receive all awards and decorations.
· The adjutant will ensure that orders are created in JUMS for all promotions, awards, and decorations and that paper copies are maintained for 5 years (current year and the past 4 years). This is to ensure we have the records of all cadets who progressed from LET 1 through LET 3, graduated RHS and has been out of high school for a year. All cadets who successfully complete a minimum of 3 years of JROTC are eligible for accelerated promotion in the Army as well as other services. All other cadet records who disenrolled from the program after 2 years or less (LET 2 and 1) will be maintained for 1 year after they disenrolled from the program.
· The adjutant aids the cadet S-3 in the maintenance of the cadet bulletin board. The adjutant maintains the cadet battalion library.
· The adjutant also supervises and monitors the awards program in coordination with the cadet command sergeant major.
· Performs other duties as the executive officer may direct.
4.3.5 Cadet Security Officer (S-2).
· The S2 is the battalion commander’s assistant concerning matters of security. The S2 is responsible for the storage, maintenance, issue, and return of all sensitive items as directed by the SAI/AI.
· The S2 assigns weapons to cadets, supervises the maintenance of weapons and equipment, and maintains records of maintenance performed within guidelines set the SAI/AI.
· The S2 is responsible for the cleanliness, organization, and upkeep of the arms room area (S2 Closet).
· Conducts monthly sensitive items inventories as directed by the AI.
4.3.6 Cadet Operations Officer (S-3).
· The S3 is the battalion commander’s assistant concerning matters of operations and training. The S3 is responsible for the preparation and publication of all training schedules and training reports.
· Responsible for storing, maintaining, and issuing training aids and reference materials. The S3 is overall responsible for the maintenance of all cadet records in the JUMs database under the supervision of the SAI.
· The S3 plans for and coordinates all of the battalions training activities to include field trips, parades, and other extracurricular activities.
· The S3 closely monitors the training schedule and conducts training inspections of cadet classes and extracurricular activities.
· The S3 is responsible for the maintenance and posting of the unit bulletin board in coordination with the adjutant.
· The S3 is overall responsible for planning, administering, and tracking all Cadet Challenge events and scores to include updating individual cadet data in the JUMS database.
· The S3 is responsible for tracking and updating all Hawk Battalion events that are placed on the Unit Report on the JUMS database and submitted to Cadet Command on JCIMS.
· The S3 performs other duties as assigned by the battalion commander and SAI/AI.
4.3.7 Cadet Logistics Officer (S-4).
· The Cadet S4 is the battalion commander’s assistant concerning matters of supply and logistics. The S4 is responsible for the storage, maintenance, issue, and return of all supplies and reference material as directed by the SAI/AI.
· The S4 is responsible for the maintenance of accurate supply records to include the JUMS computer program. This encompasses individual cadet hand receipts, up to date inventories, and other such supply actions as directed by the SAI/AI.
· The S4 should be familiar with supply procedures, requisitioning, return, salvage, laundry, alterations, pick-up, and inventory of equipment.
· The S4 is responsible for the cleanliness, organization, and upkeep of the supply room area (S4 Closet).
4.3.8 Cadet Public Affairs Officer (S5).
· The S5 is the battalion commander’s assistant concerning matters of recruiting and publicity.
· The S5 is responsible for arranging for a photographer to cover all unit activities unless it has been deemed that coverage is not required by the SAI/AI. The PAO maintains the cadet battalion history and the pictorial scrapbook of significant events.
· The S5 prepares and submits items to the school and local newspapers and other media outlets as deemed appropriate.
· The S5 advises the battalion commander on ways and means to improve the acceptance of JROTC on campus.
· The S5 is responsible to coordinate RHS JROTC activities with the staff of the school newspaper, yearbook, and student government.
· Performs other duties as assigned by the battalion executive officer to include posting and maintaining the Chain of Command Board and maintaining and updating the RHS JROTC Webpage. The RHS JROTC Webpage will be updated twice monthly. Weekly updates are highly recommended.
· S5 is responsible for providing visual presentations of recent cadet activities at functions designated by the SAI i.e. Booster Club meetings, Award Banquet, Promotion Ceremony.
4.3.9 Cadet Company Commander.
· The Company Commanders are responsible for the effective training, discipline, morale, esprit de corps, appearance, and performance of two to four platoons in the company through proper use of the cadet chain of command and within the policy and guidelines of the battalion commander.
· The Company Commander is familiar with all the members of the unit and makes continuous evaluation of subordinates with regard to performance, effectiveness, and appearance so that they may make valid recommendations for promotions, reductions, and awards.
· The Company Commander sets the example for the company in appearance, attitude, conduct, bearing, discipline, and performance.
4.3.10 Cadet First Sergeant.
· The First Sergeant assists the company commander in the maintenance of discipline, esprit de corps, morale, and appearance of cadets assigned to the company.
· The First Sergeant advises the company commander of any problem areas concerning enlisted soldiers in the company and makes any recommendations with regard to specific problems.
· The First Sergeant supervises the actions and conduct of the platoon sergeant and other key non-commissioned officers in the company. The First Sergeant ensures the correctness of attendance at drill and turns in attendance rosters to the company commander and battalion S1.
· The First Sergeant maintains a correct roster of cadets in the company. The First Sergeant assists the S3 and S4 in posting cadet records and hand receipts as appropriate. The Company First Sergeant sets the example for the NCO and enlisted cadets of the battalion in appearance, conduct, bearing, tact, discipline, and performance.
· The First Sergeant makes recommendations for promotions, reductions, and awards as appropriate.
4.3.11 Cadet Platoon Leader.
· The Platoon Leader commands two to four squads within the policy and guidelines of the company commander and is responsible for the effective training, discipline, morale, esprit de corps, appearance, and performance of the platoon.
· The Platoon Leader is familiar with all members of the unit and makes continuous evaluation of subordinates with regard to performance, effectiveness, and appearance so that they may make valid recommendations for promotions, reductions, awards, and changes of assignment of cadets.
4.3.12 Cadet Platoon Sergeant.
· The Platoon Sergeant takes charge of the platoon in the absence of the platoon leader.
· The Platoon Sergeant advises the platoon leader of any problem areas concerning personnel in the platoon and makes recommendations concerning specific problems. The Platoon Sergeant ensures the correctness of attendance at drill and turns in attendance rosters to the platoon leader and first sergeant.
· The Platoon Sergeant maintains a current roster of cadets in the platoon.
· The Platoon Sergeant sets the example for the NCO and enlisted cadets of the platoon; makes recommendations as appropriate for promotion, reductions, and awards.
· The Platoon Sergeant performs other duties as directed by the platoon leader.
4.3.13 Cadet Squad Leader.
· The Squad leader commands a squad of seven to ten personnel and is responsible for the training, appearance, discipline, and welfare of the members of the squad.
· The Squad Leader must be familiar with the duties of the platoon sergeant and platoon leader—prepared to take over in the absence either leader.
· The Squad Leader is responsible for making an accurate report of attendance.
4.4 Table of Organization and Equipment (TOE). Authorized ranks in the battalion will be based on the opening enrollment report; the SAI will approve all exceptions to the TOE.
