SECTION 5
COMMAND AND STAFF
5.1 Authority. Authority to exercise command within the Hawk Battalion is vested in cadet officers and non-commissioned officers. They will establish and uphold high standards of performance and mission accomplishment.
· During the school year, the SAI/AI may rotate command and staff assignments in order to permit as many cadets as possible to develop leadership skills and/or maximize staff efficiency.
· The responsibilities and authority of cadet officers and NCOs are restricted to official JROTC activities and do not carry over to other school, personal, or off-campus activities.
· Cadet Officers and NCOs are responsible to the SAI/AI for the appearance of their respective units. The Battalion Commander and Company Commanders will hold regular meetings with their officers and NCOs to ensure the widest possible dissemination of information.
5.2 Cadet Officers. Cadet Officers will be cadets who have clearly demonstrated their competence and leadership ability as cadet non-commissioned officers. They must be qualified to assist the military instructors and to act as instructors in any military duty or class. Cadets lower in rank are required to receive and obey all lawful orders from cadet officers. Insubordination on the part of lower ranking cadets will results in disciplinary action.
5.2.1 Cadet Officers who fail to comply with JROTC regulations, or who passively allow other cadets to violate rules and regulations, will be reduced in rank and removed from their leadership position, or be dismissed from the cadet corps by the actions of a Cadet Board of Review (Cadet Battalion Commander, Command Sergeant Major, and other cadets as deemed necessary by the battalion commander and/or by the SAI).
5.3 Cadet Non-Commissioned Officers. Cadet NCOs are assistants to the military instructors and cadet officers placed over them. Cadets of lower rank must obey all lawful orders of cadet NCO’s. Cadet NCO’s who fail to discharge their responsibilities or fail to report misconduct or infractions of rules and regulations may be reduced in rank by the actions of a Cadet Board of Review or by the Instructor Staff.
5.4 Class Leaders. The SAI and AI will select Class Leaders for each 9 week grading period for the purpose maintaining good order and discipline as well as evaluating cadets demonstrating the potential to assume positions of greater responsibility. Class Leaders are appointed by the SAI/AI and therefore have been given the authority to act on behalf of the SAI/AI when directed. The Class Leader’s authority is limited to and only effective within confines of the class room when that class is in session.
5.5 Command and Staff Meetings. The Battalion XO will run the weekly Command and Staff (C&S) Meeting at 0630 on the designated day, typically Friday, in the SAI’s classroom. The Battalion XO will be responsible for ensuring the staff and company commanders/1SGs update all required briefing information/slides. In addition, the XO will ensure that all guidance for the commanders and staff from the battalion commander and SAI/AI is addressed during the C&S meetings. In conjunction with the battalion S3, the XO will ensure that all planning milestones are being met for future battalion events.
5.6 Weekly Staff Meetings. The staff primaries will hold weekly meetings as required and as directed by each primary staff officer.
